Resident Engineer, Jordan
CDM Smith’s International Development Group is now accepting applications for Resident Engineers for the proposed IDCG RFP Energy Efficiency project. The project, initiated by the Water Authority of Jordan (WAJ), aims to enhance energy efficiency in selected water and wastewater facilities across Jordan. The project encompasses several key components, including the development of feasibility studies, preliminary designs, and the preparation of tender documents for energy efficiency measures. It also involves the supervision of construction works and the implementation of energy-saving technologies in various water facilities managed by three main water companies in Jordan.

If selected, the primary objective of CDM Smith will be to support WAJ in the design and supervision of energy efficiency improvements in water and wastewater facilities. CDM Smith will be responsible for conducting detailed engineering designs, preparing environmental and social management plans, and overseeing the implementation of energy-saving measures. This includes tasks such as data collection, feasibility studies, hydraulic modeling, and the preparation of bidding documents. Additionally, CDM Smith will provide technical advice during the tendering process and supervise the construction works to ensure compliance with the project specifications.

Resident Engineer(s) will be responsible for the following key responsibilities and tasks:

Stakeholder Coordination
- Facilitate monthly coordination meetings involving the Water Authority of Jordan (WAJ), the respective Water Company, and the Contractor. These meetings will cover project progress, encountered challenges, technical modifications, and contractor performance.
- Prepare and circulate minutes of meetings
- Supervision and Contract Management:

Supervise daily activities and construction works.
- Manage contracts and claims in consultation with the employer.
- Ensure quality and quantity control for all works and supplies via day-to-day inspection of the Contractor’s work.
- Review and approve the Contractor’s invoices and issue corresponding "Payment Certificates" to the PIA

Environmental and Social Compliance:
- Supervise work activities to ensure compliance with Environmental and Social Management Plan (ESMP) Checklist and other environmental and social instruments.
- Conduct monthly on-site audits covering environmental, social, health, and safety requirements.
- Report on project progress and risks, including compliance with social and environmental requirements

Technical Supervision:
- Supervise the preparation of any additional designs, plans, and drawings necessary for the execution of the works.
- Assist the PIA in dealing with any variation orders to the Works Contract.
- Ensure that the Contractor complies with the contract in respect of insurance

Monitoring and Reporting:
- Prepare monthly and quarterly progress reports, including updated project time schedules.
- Prepare construction contract completion reports.
- Ensure that all technical supervision activities, including design validation, material inspection, and construction quality control, are conducted in coordination with the Water Utility

Defects Liability Period (DLP):
- Carry out regular inspections during the DLP to ensure the execution of all remedial works by the Contractor.
- Monitor and verify the reduction of energy consumption and costs.
- Prepare and issue Defects Liability Certificates and Final Payment Certificates


These tasks ensure that Resident Engineers play a crucial role in the successful implementation and supervision of the project, ensuring compliance with technical, environmental, and social standards.
