International Flood Infrastructure Design Engineer, Pakistan
CDM Smith seeking a highly skilled and experienced Senior Flood Infrastructure Design Engineer to join our proposed team for the Pakistan Flood Reconstruction Infrastructure Assessment project. If CDM Smith is selected as the consultant for this opportunity, this role offers a unique opportunity to contribute to the planning, execution, and evaluation of post-flood reconstruction efforts in Pakistan. The ideal candidate will bring deep technical expertise in hydraulic engineering structures and a strong commitment to climate resilience and sustainable infrastructure


The Pakistan Flood Reconstruction Infrastructure Assessment is a comprehensive initiative launched in response to the catastrophic 2022 floods, which affected over 33 million people and caused extensive damage to housing, agriculture, and infrastructure. Led by the World Bank under the ME3F (Monitoring, Evaluation, and Tracking the Flow of Funds) program, the project aims to independently evaluate the planning, execution, and quality of post-flood reconstruction efforts in Sindh province—home to half of the country’s recovery needs. The assessment focuses on roads, housing, and hydraulic infrastructure, and is structured in two phases: a macro-level institutional and technical review, and detailed field assessments of selected reconstruction sites. The project also includes the development of a decision-support tool for investment prioritization and resilience analysis, and the identification of local climate adaptation opportunities to inform future disaster recovery strategies.
The expected level-of-effort for this role is 7 person-months.

Key Responsibilities:
• Lead the detailed design of hydraulic engineering structures including flood defenses, embankments, dams, flood control structures, river training works, green infrastructure, and nature-based solutions (NBS).
• Develop high-level/conceptual bills of quantities and cost estimates for flood mitigation measures.
• Ensure integration of resilience and climate change adaptation design criteria in all infrastructure planning and design.
• Conduct construction supervision and ensure compliance with design specifications and quality standards.
• Collaborate with multidisciplinary teams to evaluate project sites, design documents, and construction quality.
• Provide technical guidance and recommendations to improve flood infrastructure design and reconstruction strategies.
• Participate in field assessments to evaluate reconstruction quality and identify local climate adaptation opportunities.
• Contribute to the development and application of decision support tools for evaluating flood reconstruction investments.
• Engage with communities and stakeholders to assess their involvement and feedback on infrastructure projects.
