Position Description: The ITBC Mental Health Director is a pivotal leadership role responsible for setting the strategic direction and ensuring the quality and effectiveness of mental health services within the ITBC team. This role involves providing high-level clinical oversight, guiding the professional development of Qualified Mental Health Professionals (QMHPs), Qualified Mental Health Associates (QMHAs) and interns, and ensuring compliance with state licensing standards, county requirements, and internal policies. The director also manages employee performance, oversees hiring and training, and collaborates with other ITBC leadership to develop clinical guidelines and operational workflows. Additionally, the director plays a key role in client and community relations, handling crises, and advocating for the team within the broader organizational structure. This comprehensive oversight ensures that the ITBC QMHAs and QMHPs delivers integrated, trauma-informed care that aligns with the agency’s mission and goals.

Strategic Oversight:
Collaborating with ITBC Director and ITBC Managers to set annual goals and objectives aligned with integrated treatment and the agency’s mission.Supporting Cascadia’s utilization of Feedback Informed Treatment (FIT) as identified or directed by FIT LeadershipClinical Leadership:
Providing high-level clinical oversight and guidance to ensure the quality and effectiveness of mental health services within ITBC.Offering clinical consultation and guidance staff in crises, ensuring adherence to emergency protocols.Participate in on-call rotation, providing after-hours support when necessary.Supervision and Coaching around best practices.Serving as the supervisor of record for ITBC QMHA/QMHPs leadership.Performance Management:
Managing employee performance, including support plans and disciplinary actions.Conduct and document individual supervisory session and group supervisory sessions, as directed by internal policies and guidelines.Documenting supervision sessions and managing performance.Investigating and responding to grievances.Making hiring and separation decisions in collaboration with ITBC Leadership and People & Culture (P&C).Ensuring completion of training requirements as assigned.Compliance Management:
Ensuring compliance with state licensing standards, county requirements, and internal policies.Following Quality Management/Population Health department’s chart audit procedures.Adhere to mandatory abuse reporting laws and HIPAA.Ensuring QMHAs, and QMHPs are trained in assessment, treatment planning, and integrated treatment approaches are followed.Program Management and Development:
Participate in ongoing review and revision of processes as a member of ITBC leadership.Review and manage contracts as assignedManage budgetsClient and Community Relations:
Serving as Leader of the Day (LOD) weekly, handling client calls and crises.Managing and developing Memorandum of Understanding (MOU) relationships.Ensure positive relationship with internal and external stakeholders.Advocate and collaborate with leadership teams, executive management, and other departments.General Responsibilities:
Attending staff meetings, supervision sessions, and other meetings.Monitoring and approving employee timesheets and time-off requests.Performing other duties as assigned.Attending and completing required employee trainings.Qualifications
Education:
Required: Master’s Degree in a Behavioral Science field from an accredited college or university.Demonstrated competency to become credentialed as a Qualified Mental Health Professional (QMHP) as defined by OAR. The incumbent is expected to keep certification current and in compliance with the OAR’s.**or have the ability to obtain within 30 days of hire
Experience:
Required: A minimum of 5 years of Clinical experience providing community mental health services and 4 years of staff supervisory experienceSpecialized Knowledge, Skills, & Abilities:
Understanding of recovery model, motivational interviewing, illness management and recovery, evidence-based practices, and strength-based case management philosophies and strategies.Understand and align with harm reduction philosophies, cultural responsiveness, and trauma informed care.Knowledge of best practices.Operate computer hardware and software at a level needed to effectively perform job functions.Other:
Ability to commute to other locations. Ability to perform BPR, First Aid, and effectively use AED equipment. BPR/ First Aid certifications are required and must remain current.Working Conditions
Environmental: Work is performed in one or more of the following: clinical office, acute care settings and community setting including client residences, correctional facilities, shelters, hospitals, public places and other social service sites. Meal periods and breaks are subject to interruption. Much of the work is performed during regular business hours with the potential of extending into afterhours only for crisis response. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise, and contaminants.
Mental: The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. In addition, this position requires exercising sound judgment. Decision-making may occur in a moderate to high stress situation where a client may be experiencing a crisis.
