**What You'll Be Doing**
**Job Scope:** The **Turnaround Buyer** manages on site demands in order to ensure supply security by negotiating demands (which are not handled by Global or Regional Category Buyers) and by negotiating, bidding, issuing, and managing contracts, outline agreements, and purchase orders. The Turnaround Buyer demonstrates creativity and initiative and is able to weigh risks and opportunities associated with objectives of this role. The Turnaround Buyer works in a straightforward manner and performs tasks required in the job to generate required results. The Turnaround Buyer assures that the procurement process on site is aligned with policies and guidelines, driving negotiations with suppliers to deliver greatest total value.
**Primary responsibilities will include but are not limited to:**
+ Identify bid requirements for the site based on Delegation of Authority, Spend, and Regional Procurement Strategies, and developing documentation for approaching market players for specific products and services as appropriate to bring best value options to cross-functional team members for selection of best overall value.
+ Accountable for managing turnaround spend to total project spend levels to ensure projects completed under budget and on time
+ tracking and reporting savings and avoidances based on negotiations
+ implementing work processes, procedures, and guidelines as appropriate when passed down through the organization
+ Understand and ensure the Principles of Behavioral and Process Safety are followed.
+ Communicate and champion the Safety Principles to empower and enable others.
+ Preserve high standards of housekeeping and organization.
+ Good communication skills necessary, especially for interaction with external suppliers, procurement leaders, and other leaders in the organization
+ Is sensitive to interpersonal and intercultural differences
+ Interacts openly and honestly with others across the organization and externally
+ Works cooperatively and respects others’ contributions
+ Ability to understand and manage the inter-relationship between operational, technical, and commercial issues

+ Follows appropriate business ethics and other procurement guidelines pertaining to dealing with suppliers and internal stakeholders
**Ideal Background**
**Education:** University graduate preferred
**Experience:** 10+ years related experience in a chemical/petrochemical and related in negotiation, development and contract management
**Required Knowledge, Skills, and Abilities:**
+ Negotiation and Management of Conflicts
+ Planning and Resources Management
+ Basic know how in Procurement techniques, methods, processes and strategies
+ Basic skills in using tools like SAP, excel and other databases
+ Basic English skills
+ Strategic thinking, planning and analytical skills to understand supply market dynamics, generate purchasing strategies, effectively negotiate agreements, and implement solutions to complex problems
+ Strong emphasis on ethics.
+ Good communication skills necessary, especially for interaction with external suppliers.
